Singular Perturbations Inc. (Headquarters: Chiyoda-ku, Tokyo; President and CEO: Mami Kajita; hereinafter SP) is pleased to announce its selection for the Tokyo Metropolitan Government's “King Salmon Project.”
This project will apply our crime and accident prediction AI, “CRIME NABI,” to the crowded environment around Akihabara Station. It aims to scientifically evaluate accident risks and security effectiveness caused by crowd congestion using data, thereby establishing a new AI security model that balances safety and cost efficiency.

About the Collaborative Project
<Background>
The Akihabara area has seen a sharp increase in visitors due to the recovery and growth of inbound demand. It possesses an extremely complex urban structure where pedestrians, bicycles, and vehicles share the same space. Consequently, “how to ensure safety and security while maintaining the city's vibrancy” has become a major challenge.
Particularly around the station and along the ward roads near Chuo-dori, while pedestrian-only zones are implemented during daytime hours, the situation remains high-risk for crowd-related accidents. This is due to the frequent entanglement of through traffic and related vehicles. Against this backdrop, there is a growing need to establish crowd control security measures that are more effective and efficient than ever before.
Our Approach: Scientifically Analyzing Security Effectiveness Through Security Performance Data × AI
We have provided security optimization AI to 14 government agencies in Central and South America, demonstrating up to 68.5% crime deterrence effectiveness in the field. Applying this technology to crowd control in Akihabara, we achieve the following:
High-resolution visualization of pedestrian flow and traffic volume data using AI cameras and other technologies
Quantitative assessment of congestion and accident risks versus the effectiveness of security deployment
Development of evidence-based security plans that balance safety and cost-effectiveness
By quantifying the extent to which each security deployment contributes to safety assurance and identifying where security is either excessive or insufficient, we aim to establish a new standard security model that enables the introduction of necessary and sufficient security measures based on evidence.
SP utilizes an AI platform that visualizes “security effectiveness” as data to scientifically support security decisions that previously relied on experience and intuition. This contributes to both ensuring safety and optimizing security costs.
<Expected Effects>
Simultaneously achieve enhanced safety, cost efficiency, and increased foot traffic
Transform into a city that doesn't rely on “excessive security” even as event and tourism-driven foot traffic increases
Establish a security system where the performance and deployment rationale of security personnel are made transparent, enabling accountability
<The Vision We Aim to Achieve Through the Project>
Through this project, we will establish an “urban AI security model” that maintains safety while curbing excessive policing. This model is applicable to cities facing challenges with tourist flows due to tourism development and overtourism, enabling horizontal deployment as a data-driven model for creating safe and secure communities.
Furthermore, leveraging support from the King Salmon Project and our overseas network, we will accelerate business growth with an eye toward future expansion into international cities. This will position the model as an internationally applicable solution for large-scale event security, such as Brazil's soccer events and carnivals.
